Um, so for Rügen the concrete slabs with cracks and repairs are an "acceptable surface" if you first got to know the cobblestones, rough stone/gravel paths, silted paths, poorly laid GDR concrete slab paths. In short: mobile for those who want to go sightseeing (and here Prora has something to offer because it is impressive) and is not disturbed by a relatively large number of pedestrians. If you want to train, you should drive other routes.
