When I cycled this route, most part of the road was quite new and well surfaced. Just be careful when reaching the summit and on your way down the other side.

Coming from Tirana this climb is very hard, good tarmac indeed but percentages reaching up to 28%. All doable but with bikepacking gear you might need to hike some parts. And be careful for the wind gusts!!
