The mills of law and law grind slowly. Sometimes they do not grind. Nowhere is this better to be seen in Schwandorf than at the waterwheels on the Naab, one of the most famous urban landmarks. The wheels are stationary for years. Because the camps are broken - and because of numerous unexplained legal issues.
