The power plant was built in 1907 opposite the "Rauschermühle" and opened on January 18, 1908 as the "electric power station Stadt Horn". At that time, a Francis turbine from Voith with an output of 340 kW was installed. After the founding of the Lower Austrian Electricity Corporation NEWAG (1922), the power plant was modernized and expanded in 1933: A second turbine with 600 kW and a second generator were installed. The power plant was repeatedly damaged by flood events (1941, 1944, 2002). In 2003, an additional fish ladder was built.
