Located in the Plaza de la Constitución, it was built around 1775 on the ruins of the hermitage of S. Juan and former Pilgrim Hospital. It follows the scheme of arcade with solid arches of semicircular masonry, which protect a wide portal that is available to the people and a noble floor with door-window open to a balcony, supported by a large parapet.

The stonework was carried out by Simón Fernández de Castro On its main façade are exposed 5 coats of arms of the 5 archbishops that made Comillas take the nickname of the "villa of the Archbishops".

In its boardroom, of whom it is unknown who was the author of the design but judging by the similarity with some motifs of the Palace of Sobrellano it seems likely that it is due to Martorell following instructions from D. Eusebio Güell., there are two copies of portraits of D. Antonio López y López and D. Claudio López-Bru, and that of Joaquín del Piélago painted by Antonio Caba Casmitjna (Barcelona 1838-1907). It was carried out to receive the visit of Alfonso XII, given the need to welcome him in an authentic representative place.

In the solana there are two heraldic pieces. One of them under royal crown and the other is stamped with helmet of hidalguía, and presents a ship that breaks the chains of Seville with its bow. In the upper canton the Andalusian tower and at the tip of water waves. They are the weapons of the City of Comillas.

They are preserved, in the square, some houses of popular mountain type, houses in row with the façade of viewpoints, with fire walls, eaves, which create next to the Town Hall and the church an austere corner. Comillas was declared a historic site (Asset of Cultural Interest as a historic site) in 1985.
