The military restricted area seems to have been abandoned by the military, so you can officially use the wide main path. But to get to the Toro headland you would have to leave it, which we didn't do because the signs and fence are brand new.

On the way back through the forest towards Adriano's golf course you also pass through private property, which the farmer who spoke to us in a friendly manner obviously didn't like.
