Santo Stefano was built as an early Christian cemetery basilica outside the Roman city walls directly on the Ponte Pietra bridge. This area on the Via Claudia Augusta had already been used by the Romans for burials. Based on some archaeological finds, it was assumed in the past that there was a small temple here, which was dedicated to the deities Isis and Serapis from Egyptian mythology and whose cult was brought to Verona by Roman legionaries. The church is one of the oldest in Verona and is linked to the discovery of the relics of Stefano protomartire. It is located just beyond the ìAdige, outside the urban area of Roman times, but very close to the limits of the part of the city that was on the slopes of the hill of S. Pietro. In its area a late Roman cemetery is known.
