Built in the Mussolinie style, it bears the name of one of the controversial profiteers of the regime (Gruppo Venezia). The power plant is fed by a pressure pipeline from the north-east of Lake Galla Gallina. Located directly on the Piave bike path.

When it started to rain, we sheltered in the entrance area of the power plant. A few minutes later the engineer in charge of the power plant came and, after a short exchange with us, drove about 500m into the mountain and showed us the power plant. A great experience!

The power plant was built by SADE (Società Adriatica di Elettricità) based on a 1939 project by Mario Mainardis for the electrical part, by Giuseppe Mignozzi for the building part and by Carlo Semenza for the hydraulic part. Work began in 1942 but due to the events of the Second World War they were interrupted in 1943, restarted in 1946 and concluded in 1951.
At the time of its construction, it was the largest in Europe.
It was dedicated to senator Achille Gaggia, president of SADE from 1946 to 1953.
It is a cave power plant located 500 meters inside the mountain, which uses the waters of the Piave river, coming from the Pieve di Cadore reservoir.
