    "The port was begun in the early 1920s on the initiative of Mayor Konrad Adenauer. As early as 1900, the port administration presented a cost plan for the new port in Niehl, but it wasn't until 1912 that a final decision was made on the planning. Despite initial reservations about the high costs, the benefits in the form of jobs and tax revenues overcame the decision."
