It'is a proper "Triumphal Arc" based on the pre-existing Porta San Giusto. Finished in 1548 in honor of Charles V, who had built the defensive fortifications after the bloody battle of Otranto against the Turks in 1480, it was commissioned by the citizens and by Ferrante Loffredo to celebrate in an emblematic way the power and the Empire of Charles V of Habsburg (of which we find the coat of arms with double eagle in the center of the fornix). It takes the name by the consular road that led to Naples.
