During the Second World War, the city forest camp set up by the Austrian Legion in 1935 on Wiener Allee was used to accommodate prisoners of war of various origins. After years of litigation, the city of Bocholt succeeded in buying the now demolished barracks town in 1985 to expand the Stadtwald leisure facility. The city of Bocholt recognized the need to take responsibility for dealing with this historical place. A memorial was supposed to remember the history of the camp and serve as a reminder to take decisive action against today's injustice.
