Due to the increasing settlement near water and the more intensive use of underground floors, the damage potential has increased significantly in recent years. Alone along the Aare between Olten and Aarau and along the course of the Emme on the Solothurn Canton area could in extreme cases damage of more than 900 million francs occur. It therefore needs measures that improve the protection of people and the protection of significant assets.
