I tried some routes that Komoot supposedly marked as suitable for MTB, but which I then gave up. If you are in good physical condition, tour by bike: via the main path from Kotor to the Njegoš mausoleum. Atmosphere like in the film Oblivion + mega panorama, with luck to Italy. The way down is a revelation! From Cetinje the way is not so hard. The best tour would be Cetjine - Njegoš Mausoleum - Kotor. There are opportunities to buy water along the route.
Entrance to Lovcen Park costs 2 EUR/nose.

Cycling

The road from cetinje to the Lovcén Mountain is perfect for cycling and from the other side when you are starting in kotor you can climb a historical road which heads you up to the entry of the Nationalpark. I am not sure how many serpentines but if you can climb these up to Njegoš you could paddle into the National as far as you want...the restaurant near the mausoleum is famous for a typical Montenegrien soup... Never forget to drink enough and explore.
