The monument is so inconspicuous that I didn't discover it right away, despite Komoot navigation. Apparently the power supply ran over the tracks. Werner Siemens described the resulting problems as follows: One problem is that the horses have four legs and therefore often come onto both rails at the same time when passing the tracks.
