Upon completion, the Congress Hall would have been approximately 70 meters high. Construction work was significantly reduced after the outbreak of war in 1939 and finally stopped completely in 1942, except for safety measures. By then, the current height of almost 40 meters had been reached.
The interior of the hall, the so-called inner courtyard, now open to the sky, the upper floors of the rotunda, which contains exclusively service areas for access to the unbuilt hall, and the entire interior furnishings remained unfinished. To this day, the rotunda remains a shell of brick and concrete; only the exterior façade of solid granite shows its final form.
