Unfortunately, the vast majority of beaches located in the south of the island are privately owned - mostly all-inclusive beach clubs, for whose use you have to pay an expensive entrance fee.
The ZaZa Yacht & Beach Club on Isla Mujeres does not charge a fixed basic entrance fee if you order food and drinks according to consumption. Alternatively, all-inclusive day passes (Day Passes) are offered starting from 70 USD.
