At Grand World Phu Quoc, almost all the buildings are empty and unused. Four to five years ago, there was great hope that investors and hotel chains would move in to transform this cacophony of an entertainment complex into a tourist magnet. The investors never came, and the buildings remained empty. Billions of dollars were wasted here.
