The park is located on the site of a former sugar factory. Plans were in place to build a shopping center here. When the foundations were excavated, flowing water was discovered. Everything built up to that point was destroyed by Typhoon Nari in 2001. The foundations now lie beneath a large lake. This lake, unused for many years, has unexpectedly become a habitat for animals and plants, forming a green ecological pool. The area was transformed into an ecological park to mirror Sun Moon Lake in Taichung National Park. Therefore, the ecological pool was named "Xingquan Lake."
