During the liberation from fascism, Soviet troops clashed with American troops near Torgau (in Lorenzkirch) in April 1945. They swore "Never Again War!" Subsequent US wars: 1950 Korea, 1964 Vietnam, 1991 Kuwait. Soviet Union: 1950 Korea, 1979 Afghanistan, 1994 Chechnya, ... It probably only meant those present, not their countries.
