The building was constructed between 1912 and 1914 to serve the needs of the District Committee, thus receiving its original name—the District Chamber. The building's designer was chosen by the renowned metropolitan design architect Nicola Neshov.

He was born in Vidin in 1894 and graduated from the King's Technical University in Stuttgart, Germany. Neshov left behind a vast architectural legacy not only in his hometown but throughout the country, successively encompassing all influences of European neo-styles—from Neo-Baroque to Secession.

From the late 1920s to the 1950s, the building served as a regional/police/directorate. In 1959, an administrative reform was introduced, and Plovdiv was granted provincial status. Thus, in the early 1960s, the building became the home of the Plovdiv Municipality, with its departments and mayor.

Today, the building retains its original appearance—with its monumental outline and ornamental features on the front, and a beautiful turret on the roof. The central location on the second floor is reserved for the conference room, which features large oval windows and a well-maintained balcony. Cabinets are located on both sides of the spacious corridors.

The building is a cultural monument, part of the architectural ensemble of

King Alexander I Street, Plovdiv's main street.
