The power plant was intended to be the largest nuclear power plant in the GDR. Upon completion, the facility, with a total electrical output of approximately 4,000 megawatts, would also have been one of the largest nuclear power plants in Germany. It was built on the site of the Niedergörne district of the town of Arneburg, which had been demolished specifically for this purpose. This created direct access to the Elbe River with its own harbor. The site is located on the Borstel–Niedergörne railway line.
