This complex air-raid shelter was constructed during the Pacific War. It was built by the Japanese Army as a combat command center for the Air Force and General Air Command with the mainland battle looming, and is divided into two shelters.
Part of the shelter is used as the Tonzurumine Observatory of the Earthquake Prediction Research Center attached to the Disaster Prevention Research Institute, Kyoto University, where continuous observations of crustal movement are conducted as part of an earthquake prediction research program.
