The building was erected on a pentagonal plan in the years 1937-1939, intended to be the seat of the Koszalin regency authorities. The ceremonial opening took place on September 2, 1939, the day after the German attack on Poland. Already under Polish rule, the building served as the Koszalin voivodeship office. Later, it housed a delegation of the West Pomeranian Voivodeship Office, a district court, a district prosecutor's office, and branches of the IPN and the National Health Fund.
