This is a massive, abandoned and decaying housing development. If you're into this kind of thing, the sheer scale of it (well over a square kilometer with around 70 5-floor apartment blocks) makes it worth a visit. It's obviously dangerous and probably technically trespassing so I can't recommend you go inside but then again there's not likely to be anybody around to complain.
