The statue is at the site of the "Crawley Baths", supposedly the largest baths in the the Southern Hemisphere, at the time. The "baths" were an enclosed swimming area, with many located around the Swan River in Perth. They mostly fell into disuse in the 1960s and 1970s an have been removed.
The statue is named Eliza. (By local Perth artist, Tony Jones.)
There she is, poised forever about to take the plunge. A metaphor for life?
It is common for pranksters to dress Eliza in various costumes to mark whatever occasion may be happening. The University of Western Australia is nearby, so it is usual to blame "uni students", although it is pretty certain many others are involved.
