The plaque next to the huge memorial stone reads roughly: Shimayoshi entered Sapporo in November 1869 (old calendar) as a judge of the Hokkaido Development Commission in accordance with the policy of the new Meiji government and envisioned the construction of Honfu by land by landing from Kotanbetsu no Oka (around the current Maruyama Park). He walked in the middle of the plan, but the great idea was later adopted by Iwamura Michigo Hankan and others and became the basis of today's development of Sapporo city.
