The start is on a guarded parking lot. Admission per person $ 10 (as of 2019). It takes at least 5 hours to get there and back for at least 5 hours!

While officially it's closed, you can still do it. Ask at the restaurant / small house at the beginning of the trail. They will provide you with infos after you pay them a fee. It took me 3.5h up and 3h down. If it rains or rained recently, don't attempt it. The trail is already super slippery as it is.
