The camp had been built in the autumn of 1941 in anticipation of the arrival of Russian prisoners of war, but in this sense it was never used. In the spring of 1942 it was instead destined for the internment of civilians from the so-called "Italian Province of Ljubljana", rounded up by the Italian army in application of the infamous Circular 3C of General Roatta, commander of the Second Army, which established the repressive measures to be implemented in the territories occupied and annexed by Italy after the Nazi-fascist attack on Yugoslavia on 6 April 1941.

The two highest civil and military authorities of the province of Ljubljana, High Commissioner Emilio Grazioli, a member of the first squad, and General Mario Robotti, commander of the XI Army Corps, put the repressive measures into practice with punctual ruthlessness: shooting of hostages, burning of villages, deportations of entire populations. On the night between 22 and 23 February 1942, the city of Ljubljana was completely surrounded by barbed wire, all the adult males were arrested, subjected to checks and most of them were sent to internment. The other cities of the "province" soon suffered the same fate.

Those arrested were taken to the Gonars concentration camp, which in the summer of 1942 already contained over 6,000 inmates, well above its capacity to accommodate less than 3,000 people. Due to overcrowding, precarious hygienic conditions and poor nutrition, various diseases soon spread, such as dysentery, which began to claim its first victims.

The Gonars camp, like all other fascist camps for Yugoslav internees, functioned until September 1943, when with the capitulation of the Italian army the guard contingent fled and the internees were left free to leave. In the following months the population of Gonars dismantled the camp using the materials for other buildings, such as the nursery school, and so today nothing remains of the camp structures.

In memory of this concentration camp, on the initiative of the Yugoslav authorities in 1973 a shrine was built in the city cemetery, the work of the sculptor Miodrag Živković, where the remains of 453 Slovenian and Croatian citizens interned and who died in the concentration camp were transferred to two crypts of Gonars.
