In 1939 Soviet troops invaded Karosta and set up their naval base. Thousands of Soviet soldiers came here. In 1940, Soviet troops established four concrete gun positions and a command post on the coast. The guns had a range of 25 km and in 1940 a range finder tower was built to coordinate artillery fire.
After World War II, the coastal artillery battery was not rebuilt.
In addition to the first tower, another range finder and command post was built in 1954 for the needs of the railway's 180 mm artillery battery.
