The "Fraterna Israelita - Păcurari" society was founded on April 15, 1875 from the initiative of Michel Lazar, who concluded that it is necessary for people to help each other because "help doesn't come to you from anywhere if you don't look for it through yourself". The first members of the society were simple people, poor, but who understood the value of mutual support. The founding document was signed in Michel Lazăr's house - hence the company's name - by 56 founding members. Members had to pay 4 francs to be accepted into the society and a subscription of 1 franc.

In 1878, the Societatea Israelita Păcurari already had 607 members, and their number grew year by year, surprisingly, and the amounts donated, in addition to the mandatory contribution, allowed a special section to be created in 1909 to help the orphans of deceased members of the society, and in 1911, to establish a medical-surgical outpatient clinic. The Israelite Fraternal Society became an important charitable institution in Iași once it started offering medical consultations and treating people who were not members of the society. The activity of the institution expanded to such an extent that it allowed itself to acquire first one building, then another, so that on May 3, 1915, on the anniversary of 40 years of activity, on Ghica Vodă street no. 37 (opposite the church Barnovski) to be laid the "foundation stone" of the children's hospital, which will bear the name of the one who had this idea, Dr. Leon Ghelerter.

Romania's entry into the First World War stopped the institutional evolution of the Children's Hospital, but anyway there was a continuous medical activity here even in those very difficult years for everyone. After the war, in 1924, the Dr. Leon Ghelerter clinic resumed its activity of caring for sick children, being equipped with everything necessary for a hospital. Today, the building continues to exist as a ward of the Institute of Psychiatry.
