The first historical mention of Herbrum dates back to 890.
Until 1803, Herbrum belonged to the Amt of Meppen in the Lower Diocese of Münster. In 1803, the Lower Diocese was dissolved due to the decisions of the Imperial Deputation Act. The Amt of Meppen, and thus also Herbrum, was awarded to the Duke of Arenberg as compensation for the loss of his territories on the left bank of the Rhine.
