    Nicer living for civil servants
    At the beginning of the 20th century there was a housing shortage in Berlin. The city is growing, and people in better-paid jobs, such as civil servants, can no longer afford adequate housing.
    The civil service housing association, founded in 1900, is intended to help its members get larger and more comfortable apartments. Five years after it was founded, the cooperative has over 10,000 members.
    The residential complex in Niederschönhausen is Paul Mebes' third project on behalf of the civil servants' housing association, following settlements in Steglitz and Charlottenburg.
    Mebes and Emmerich developed the property by creating an arched private residential street, today's Paul-Francke-Straße. In addition, the draft envisages residential courtyards in the southern part of the settlement. These are characterized by a semi-open construction, in contrast to the closed, light-poor courtyards of the tenement buildings.
    A total of 27 houses with two to three floors and space for 174 apartments will be built on the site.
