Road cycling
Highly questionable if it is legal to cycle there. There was no sign explicitly prohibiting it bit the road up from the Slovenian side is not. The customs officer on the Austrian side greeted me friendly but did not say anything else.

Road cycling
There is a sidewalk in the tunnel, which can be used as bike lane. Tunnel is 1.6km long so it's cold inside even in the summer.
