You cannot go through the tunnel as a pedestrian or bicyclist. In April we had the following options: hitchhike to see if someone wants to take you and your bike through tunnel, wait for a bus (no timetable, and not all bus drivers allow bikes), take a taxi (this is what we did, 2 people, 2 bikes, eur 25), maybe get a lift of a boat at the nearby port, take a detour of 180 km. Update September 2025: to cross through the Preveza Tunnel to Lefkada, the tunnel security "shuttle" does not work 100% (goodwill of employees or rules that change often?). The safest way is probably to go to the Preveza bus station (Ktel company normally). 4 or 5 buses per day. We managed to take one on Sunday at 12:30 (there was also one at 10:00 in the morning). Around 10 euros per person including the luggage supplement for the bike.

Update from the end of October and coming from Preveza. We stopped right before the tunnel and called +302682089394 and we were picked up by a yellow van of the road service. We had to sign a cyclist statement of compliance for transport and then were transported for free to the other side of the tunnel. Because it was quiet we only had to wait 5 minutes.
