The only elevator that is also an actual vertical lift. The lower entrance leads first through a quaint tunnel, which is used to the part of street artists for quirky performances. The view from the top of Valparaiso is really nice, but you should not run around in the upper area, as it is known for increased crime. It's best to just drive up, take pictures and back down.
