In the wake of the global process of détente in the 1970s (1975 CSCE in Helsinki), the Warsaw Pact states emphasize more defensive strategies in their now-modified military doctrine. Conceived in parallel, the NVA builds four nearly identical bunkered army command posts in the GDR. One of these top secret facilities is located in the Dübener Heide between Söllichau and Kossa .... on the "Mutterloser Berg".
After three years of construction in 1979, the leadership (HNZ -63) of the Territorial Military District III (southern area), passed. An approximately 50-man maintenance unit (WE 13) ensures from then on the uninterrupted operational readiness until 1990.
The management office consisted of:
Structure No. I-IV: Stabsbunker 75 jobs each.
Building no. V: news bunker with 6 car tubes (garage bunker type GG FB-75), 250 workplaces.
Building no. VI: Technical bunker with water supply system and NEA, 18 workplaces.
Antenna fields: 60.5m long and 21.4m wide, 64 shortwave transmitters and receivers type UEA-S 1 for a 1000 watt transmitter type KN 1-E.

The object was secured, i.a. with a high voltage fuse.
On the former training ground Bad Düben was the anti-aircraft position (Fla missiles) for the object (today location federal police).
The command post of the 3rd Army was at Mosel / Dennheritz, there tests VW today its engines.
