The old cloth hall and the tailor's room, which were destroyed in the fire of 1677, stood on the site of the current town hall. The Tongerse Council House, which was located on the corner of Grote Markt and Sint-Truiderstraat, also went up in flames during this fire.

On February 27, 1737, the city council decided to build a new city hall on the grounds of the destroyed cloth hall. Two months later, on April 26, 1737, the foundation stone was laid in the presence of mayors Willem-Abraham Cours and Jacob Grouwels. By the end of 1738, the structural work was largely completed, but due to the outbreak of the War of the Austrian Succession, the completion of the town hall was delayed until 1755. The plans for the town hall were made by Pascal Barbier, who was inspired by the town hall of Liège.
