If you don't mind walking on a Forest Service Road, this access route to Mt. Rose and Relay Peak provided scenic overlooks of Tahoe and the surrounding areas.

***Note that this loop is merely two ways to access Mt. Rose, Tahoe Rim Trail, or Relay Peak. If your end destination is the waterfall and meadow before Mt. Rose and you don't mind walking on a service road, then I recommend this route.
