The building is located in the eastern part of the former Novo-Sobornaya Square, with its main western facade facing the street. It was built in 1869 for the Borisoglebsk branch of the State Bank.
The building is brick, two-story, the main volume facing the street was supplemented with an extension at the beginning of the 20th century. Abundant decorative finishing with elements of classicism is concentrated on the street facade. The interior layout has been changed. The wavy reinforced concrete floors of the first floor (Monier vaults), typical of the early 20th century, have been preserved.
A brick wall adjoins the building from the south, reaching the window sill of the second floor. In the center is an arched gate.
The building houses the agricultural technical school.
