The New Town Hall in Wuppertal-Elberfeld, a representative three-story building, was built from 1895 to 1900 by the Berlin architects Reinhardt und Süßenguth. The listed building, which shapes the cityscape, is characterized by its historicist interpretation of the good shape of the German late Gothic and Renaissance periods.
The masonry consists of basaltic lava with sandstone inclusions. At the east corner of the market facade of the town hall is a tower crowned with lanterns with the main portal. In the west, the building is completed by a corner building crowned by a roof turret with curved gables on both sides.
Originally the town hall was decorated with figurines, which were lost in the Second World War. The larger-than-life statues made of copper showed personalities from Wuppertal's history.
Inside, the entrance hall with its net vault and the double main staircase as well as the net vaulted Ratskeller have been preserved.
Today the former town hall is used as the municipal administration building.

As part of the facade renovation, the approx. 80 meter high clock tower including the copper-covered spire was completely repaired and reconstructed by the Aachen architecture office pbs Architekten.

After the cities of Elberfeld, Barmen and other previously independent cities were merged to form the new city of Wuppertal in 1929, the seat of the city council and the headquarters of the city administration was moved to the Barmer Rathaus. Only parts of the administration remained in the town hall of Elberfeld, so that it lost its function as a town hall and until today only has the function of an administration building. Today, the main areas of social administration are housed here.
