A spacious, rectangular square sloping to the east, built on four sides and dominated by the Central Library of the University of Leuven. Built in 1806 and developed from 1812 onwards, the history of the square is closely linked to that of the Herbert Hooverplein. The construction of these two squares was part of the urbanization policy initiated at the end of the Ancien Régime, which, during the French and Dutch periods, led to the creation of a new bourgeois residential district between Diestsestraat and Tiensestraat on the vacant lots of demolished monastic buildings and sections of demolished wall, and in connection with the then historically established urban fabric. Initially briefly called "Place Napoléon", the square – together with Herbert Hooverplein – was later renamed "Place du Peuple" or "Volksplaets".
