In the place of today's palace there were originally wooden manors, with a history dating back to the pre-location times of the city. The brick palace was built before 1730 by Kazimierz Czartoryski. In the following years it was renovated and rebuilt. Between 1769 and 1770 the palace was completely renovated by Michał Fryderyk Czartoryski, son of Kazimierz Czartoryski, and in the years 1779-1781 the palace was thoroughly rebuilt by architect Stanisław Zawadzki, commissioned by Aleksandra Ogińska. Thanks to this reconstruction the palace received a classicist shape and decor.

In 1775, Aleksandra Ogińska, née Czartoryska, inherited the Siedlce estate from her father, Michał Czartoryski. She then ordered the reconstruction of the palace in the classicist style, as well as various constructions and changes in the city, including the opening of Pałacowa Street (currently Kościuszki Street) to facilitate communication with the market square and the church. During her time, the church was rebuilt and the town hall was built. Around the palace, in accordance with the fashion of the time, a romantic park, called Aleksandria, was also created.

The Ogiński residence in Siedlce could compete in terms of popularity with the Podlasie Versailles, as the Branicki residence in Białystok was called. Even King Stanisław August Poniatowski visited Siedlce, who also made his mark on the history of architecture of this building by recommending the introduction of certain modifications and improvements. According to some sources, for his arrival, the duchess erected a triumphal gate, which was later called the Duchess Ogińska Gate by the City Council during World War I. However, considering that this structure served as a bell tower, it should be assumed that it was erected for this purpose by Michał Fryderyk Czartoryski, Aleksandra's father. In any case, the gate became part of the Siedlce landscape and remained there until May 1941, when it was demolished by the Germans, because it hindered the passage of armored vehicles on the eastern front. Only small fragments of the side wings of the building remain.

Princess Aleksandra died in 1798 and was buried in Siedlce in the chapel of the Holy Cross, commonly known as the Ogiński Chapel. It is worth mentioning a few words about the chapel, as it was designed by Zygmunt Vogel, a court draftsman, painter, designer and documentalist, and is the only known architectural work of this artist. It was built in the classicist style, in 1791, on the orders of the princess and erected on the site of the original church, surrounded by the first Siedlce cemetery. It is currently located at Starowiejska Street.

from 1804 Siedlce became a government city, and the palace became a public utility facility and the seat of the Governorate Government, which was located here until the liquidation of the Siedlce Governorate in 1912. The Russian authorities left Siedlce during World War I and the palace became the property of Poland. From 1921, the palace was the residence of the Bishop of Siedlce and the seat of the diocesan curia. In 1924, it housed the Bishop's High School of the Holy Family, which operated until 1939.
