As early as the 13th century, there was a small Zollern castle complex there, on whose foundations the Counts of Zollern-Schalksburg built a city palace with servants' quarters ("rider's house") around 1370. In 1403 they sold the castle to Württemberg, which from then on served as the residence of the respective Württemberg Obervogt - the highest official. Around 1750 the entire property passed into private hands, and in 1920 it was finally purchased by the city. The castle was in a dilapidated state at the time. In 1935 it was completely demolished and rebuilt by 1937 according to the old model, partially using old building components.

The water tower, the only one of the four corner towers of the Zollern Castle, can still be seen on the southeast corner of the former city fortifications. Today the building houses the Museum of Scales and Weights.
