Built in 1942, the 54-foot stone tower was named after Colonel Walter Scott, a local hero who donated land for the park's creation. The tower served as a lookout point, offering panoramic views of the city and surrounding areas, including Mount Tom to the north. While the tower is technically off-limits due to safety concerns, some people choose to visit it for the panoramic views and historical significance.
