      The European Court of Human Rights (ECHR) was established in Strasbourg in 1959 by the member states of the Council of Europe to ensure compliance with the European Convention on Human Rights, which was signed in 1950. The ECHR judges complaints from individuals, groups of people and states relating to violations of the rights recognised in the European Convention on Human Rights. Since 1998, the ECHR has been a permanent court. Citizens can turn to it directly with complaints after domestic remedies have been exhausted.

      The judgments made by the Court are binding on the states concerned and have prompted governments to change their laws and administrative practices in many areas. The Court's case law makes the Convention a living instrument for meeting new challenges and consolidating the rule of law and democracy in Europe.

      The current building of the Court in Strasbourg was designed in 1994 by the British architect Lord Richard Rogers. From here, the ECHR monitors respect for the human rights of 800 million people living in the 47 member states of the Council of Europe.
