The official path to the top has stairs. When on a bike, take a small roundtrip to the northern side of the hill. The road there is usually closed with a barrier, but you can slip around it with a bike (the road is really only closed for cars). And then you can ride to the very top.

Be warned though, it's a mighty steep ascent. Like 20% or so.
