Bilbao City Hall stands on the site of the old San Agustín Monastery, which was destroyed during the First Carlist War. It was built in 1892 by the city architect Joaquín Rucoba, who also designed the Arriaga Theatre. It is built in the French Second Empire style and is known for its horizontal, elegant and rounded lines. The façade is decorated with sculptures by Fiat and the team consisting of Garamendi, Basterra and Larrea.

On April 17, 1892, the new Town Hall of the Town of Bilbao was opened to citizens. The building designed and executed by Joaquín Rucoba replaced the mansion located next to the Church of San Antón and in which the Municipal Council had resided, until that moment.
The site intended for this purpose was the one occupied by the Convent of San Agustín, on the edge of the Sendeja and in front of the Quintana Palace, both destroyed during the war periods that determined the different sieges and attacks on the Villa, in those conflicts. civil wars called “Carlist Wars”.
The aforementioned lands were obtained by the Corporation chaired by Mayor Victoria de Lecea, in 1883, when the Spanish Government transferred the surface of the land to the Bilbao City Council.
During his short stay in Bilbao, Rucoba designed buildings as unique as the one in question and the Arriaga Theater, as well as the Alhóndiga de Barroeta Aldamar, the Berástegui Schools, the Cortes Schools or the Teatro-Circo on the Gran Vía .
