In 1878 the Italian Parliament decided to dedicate a national monument to the recently deceased sovereign Vittorio Emanuele II.

After two international competitions (1880 and 1882), the project presented by Giuseppe Sacconi was chosen. The young architect from the Marche region, following the model of the great sanctuaries of the classical era, had conceived the space as a scenic representation celebrating the Italian Risorgimento in the center of imperial Rome.
