This monumental building was conceived by the statesman Giovanni Giolitti, then head of the Government, as the nerve center of the Executive, who saw the burden of the President of the Council of Ministers and that of the Minister of the Interior concentrated in the same person.
In 1911, by ministerial decree, Giolitti entrusted the architect Manfredo Manfredi with the project for the palace to be built, according to the statesman's wish, on the Viminale hill, not far from the Quirinale and the Parliament.

Il Colle Viminale or the Viminal Hill is the smallest (54 mt) of the famous Seven Hills of Rome between the Quirinal Hill to the northwest and the Esquiline Hill to the southeast, it is home to the headquarters of the Ministry of the Interior (at the very top of the hill), the Teatro dell'Opera of Rome and the Termini Railway Station. According to the ancient writer Livy, the hill first became part of the city of Rome, along with the Quirinal Hill, during the reign of Servius Tullius, Rome' sixth king, in the 6th century BC.

Seven Hills of Rome List:
- Aventino/Aventine
- Celio/Caelian
- Capitolino/Capitoline
- Esquilino/Esquiline
- Palatino/Palatino
- Quirinale/Quirinal
- Viminale/Viminal

Note that Monte Mario (the "highest" peak in Rome with 139 mt) and Gianicolo (second "highest" hill with 88 mt) are not part of the Seven Hills!
