As of June 22, 2025, the descent is definitely not prohibited. I researched online, asked locals, and then drove up this morning (all results: not prohibited!). There's a sign saying to watch out for hikers, but the route is permitted. I took a photo of the sign so everyone can form their own opinion.

So, I've done some research online and with locals, and the descent from Bären Pass is definitely not prohibited. Even though that's what some comments say. I think this is a translation error. I took a photo of the sign referring to bikers, so everyone can see for themselves!
